• Not apply for refugee status.

The Employer should:

• Possess a year or more of registration and operation.

• Demonstrate that it made an effort to fill the position with a Canadian citizen or PR.

• Find a potential applicant

• Be a business, industry organization, or local, municipal, First Nation, or territorial government with a valid NWT business registration that has been in existence for at least a year.

• Give evidence of regional and international recruitment initiatives, and present a report on the outcomes.

• Prove that the salary offered for the position is competitive with regional norms.

• Obtain HRSDC for an LMO.

The Job must:

• Be for a full-time, permanent role (minimum 30 hours per week)

• The job should be in a profession requiring a high level of skill

• The job should be free of any conflicts with current collective bargaining agreements.

• Follow the NWT Employment Standards Act.

• Provide a wage that is in line with the industry

2. Critical Impact Worker Stream

This stream was established to help employers in the Northwest Territories (NWT) deal with pressing labor shortages that cannot be addressed by inhabitants of the region or Canada.

Targeting workers in semi-skilled and unskilled occupations(National Occupational Classification Skill Levels C and D) is its main objective.

Foreign skilled employees must have held the same job for at least six months to apply under this stream, and they must also be in conformity with the terms of their temporary foreign worker permit.

Below are the requirements for the Critical Impact Worker Category.

All applicants must:

• Possess a temporary work permit and have spent the last six months in the same employment

• Demonstrate adequate resources or settlement support in the NWT

• Possess the job experience necessary for the profession.

• Possess the ability to communicate effectively in the workplace’s primary language; and

• Not apply for refugee status.

An employer must:

• Have an open position.

• Find a potential candidate.

• Keep one’s status with the Workers’ Safety and Compensation Commission in good standing.

• Give evidence of regional and international recruitment initiatives, and present a report on the outcomes.

• Obtain a favorable HRSDC Service Canada Labour Market Opinion.

• They must have been registered and actively operating for at least six months as a business, industry organization, local, municipal, First Nation, or territorial authority in the NWT.

The Job must also meet all job requirements of the Critical Impact Worker Stream. 

3. Self-employed Business Category

The NTNP invites applications from business owners and/or entrepreneurs who want to start a company in the Northwest Territories under this stream.

All types of businesses are encouraged to submit an application, however, priority is given to those who will launch a novel product or one that will significantly benefit the Northwest Territories.

Under this program, the applicant must meet the following requirements:

• They must invest at least $300,000 in the equity of a new or existing company within the corporate limits of Yellowknife, NWT, or

• invest a minimum of $150,000 in equity into establishing or acquiring a company outside of Yellowknife, NWT’s corporate limits.

• If starting or purchasing a firm outside of Yellowknife, NWT’s corporate limits, you must have a personal net worth of at least $500,000.

• If starting or purchasing a firm outside of Yellowknife, NWT’s corporate limits, you must have a personal net worth of at least $250,000.

• Based on a business proposal, keep an additional $75,000 in a trust account and release it once the Performance Agreement is finished.
• Demonstrate a reasonable knowledge and understanding of the NWT and its economy

• Be able to demonstrate reasonable communication skills appropriate to the NWT
• Have the necessary experience and education to successfully implement the business plan.

4.  Express Entry Stream

International citizens who have been approved into Citizenship and Immigration Canada’s Express Entry Pool may apply through the Northwest Territories.

 This stream only accepts applicants who have been given an Express Entry Profile Number and a Job Seeker Validation Code after being approved into the Express Entry Pool.

The following criteria must be met by applicants for this stream.

• They must be qualified for one of the three federal economic immigration programs (Canadian Experience Class, Federal Skilled Worker Or Federal Skilled Trades.
